Governments are institutions,All institutions are living cultural entities that mimic living beings. All living beings and therefore all institutions most important impetus is for self survival. Therefore once an institution has been formed its main cause for activity is self existence through self -protection. The self protection mechanism inherent in all governments and those that govern always acts in the direction of their own interest of self preservation regardless of the needs of individuals governed by such institutions

Therefore it should not come as a surprise that governments and governing bodies edicts and intents often are counter to the interest of individual's rights ,freedom ,livelihood and destiny. In fact almost all great governmental actions and legislations enacted that have improved the freedom and livelihood of its constituents were only created and enforced as a response from civil movements created by highly enthusiastic individuals seeking a change in their own cultural environment. In America everything from the revolutionary war which was the genesis of the country to the enactment of civil rights legislation were only created as a result of cultural pressures stemming from civil movements caused by individuals seeking freedom. What we learn from history is that governments act for self survival and when their interest conflicts with the freedoms and liberties of its constituents then the individual constituents need to act in whatever fashion to change their government's cultural forms to ensure and protect their own individual rights to personal sovereignty self determination and freedom
